Don't attach it to your return; keep it for your records. Use the information on your Form(s) W-2 to complete your 1040 /state return. not all states require a W2 be sent. You can attach if you wish but not all states require a W2 be sent. Or you may wait until the government requests it. That way, there's a specific place to send it to, where someone is waiting for it. If you try to just mail the form to them, it will never be matched up with your tax return. It's possible that the IRS will process the return anyway, since they do a computerized income-match of every tax return anyway, they would catch it if you didn't give them the correct info, and send you a letter about a year from now.
Always keep copies of your tax documents including your form W-2s. The IRS recommends keeping copies of your tax returns and supporting documents for at least three years.
