Do I have to file state taxes for california when I didn't live in state?

I received $450 from the State of California on a 1099G form for unemployment but I did not live in the California in 2008. Do I have to file a California state return or just the federal?? No state tax was witheld

You would have to file a federal tax return and a state return where you resided in 2008, which was not CA. Inspite of the fact that you received a 1099-G from CA in 2008, you are not required to file a CA tax return and pay CA taxes on the unemployment derived from CA State.

Clearly, you received unemployment from CA state due to the fact that you had been gainfully employed in CA state in 2007.
