I was wondering on the reason for submitting Form W7.=====>>As said previously, she needs to file form W7 for her ITIN ASLONGAS she wants to file US return jointly with you. UNLESS she earned any taxable income in US and aslongas she does not need to file her US return , then she may file her return as MFS ;this means that she does not need to have her ITIN since she has no US source income to report to IRS.

Then, she needs to file form w7 as she needs her ITIN to report her US source income to IRS.As said, IRS issues ITINs to foreign nationals and others who have federal tax reporting or filing requirements and do not qualify for SSNs.Also I should say that a non-resident alien individual not eligible for an SSN, who is required to file a U.S. tax return only to claim a refund of tax under the provisions of a U.S. tax treaty, needs an ITIN. What I mean is that as she pays taxes to her motherland on her US source/ motherland source income, then she can claim her tax paid to thr e Philippines her return then she needs an ITN.
