Virginia Sales Tax

Is the Va sales tax paid on service/warranty plans reimbursable after cancelling the plans? When I purchased my car, I bought a service plan and a warranty from the dealership. The plans allowed for a full refund if cancelled within 30 days. I cancelled within a few days of buying them. The dealership refunded the base cost of the plans but said the sales tax was not reimbursed. Just wondering if this is standard practice.
