Needing some help here as i am confused.

I live in Georgia but the company i work for is based in texas as i am a truck driver. When doing my taxes, box 16 is blank, but box 17 has an amount. It wont let me file because there is suppose to be an amount entered from box 16 which is state wages tips etc.

Should box 16 be the same as Box 1?

Really needing some help and any is appreciated.
