Taxpayers will file Form 2848, Power of Attorney and Declaration of Representative to authorize individuals to represent them before the IRS, and/or to receive copies of any notices sent to the taxpayer, and to receive the taxpayer's refund check. The form 2848 would have to be attached to the 'Normal POA' but I don't think it has to be signed if the non-IRS POA meets the requirements of the IRS. The IRS will accept a non-IRS power of attorney, but a completed transmittal Form 2848 must be attached in order for the power of attorney to be entered on the Centralized Authorization File ,CAF, system. With a CAF file number, the representative will be able to access the authorized information of the taxpayer faster .Information is added to the CAF file only by the employees of the service center CAF Units..
